Loss of preferential access to the protected EU sugar market: Fiji's response

The Fijian government's response since 2010 to the loss of preferential access European Union's previously highly protected sugar market has been increasingly support its cane growers and millers. That is now much higher than most other countries' assistance industry. This study provides detailed estimates changing extent those transfers producers from both taxpayers consumers during 2010–22. In doing so, it for first time an annual series nominal rates consumer tax equivalent (NRAs CTEs, but they are also converted producer as defined by OECD). Those NRA CTE have approaching 100%. level was 10% Fiji's agricultural value added in 2018–21 around 5% consolidated revenue—at a when government very high debt-to-GDP ratio (90% 2022). Since nature economically inefficient, inequitable, environmentally damaging fiscally unsustainable given foreseeable prospects, suggestions made how that might be repurposed provide better economic, social environmental outcomes Fiji.
